Arrows , I do not understand?

I know they said they removed the need for "Special" Arrows so why do we have them , I know cost is irrelevant but I am down to 0 Flare Arrows but can still Shoot and Gain Skills with just a plain arrow.

Soooo without the special am I still shooting but not getting a blinding shot but just plain old arrow damage, or what???

And I still get the target "Blinded" so arrows count is irrelevant.

Can we either just remove the Special Arrows all together OORR, say if I run out of special arrows I can still use the skill and Shoot (that way deck builds wont need HUGE tweaks) but lose the special ability until a Special Arrow is shot?????

Ok It is not even using up a Normal Arrow so this ability to Shoot W/O any arrows really needs to be adjusted, (same for regs, sorry)
