    Steps to Reproduce: steal something and the anti-theft npc appears.

    This is acceptable.

    When you are in an area with NPCs that are friendly to you and have personal belongings nearby that they don't want stolen, it's appropriate for the anti-theft gimmick to be active in that area. Even though the characters on the Jack of Diamonds are disreputable, they allow you there in good faith and stealing from them would look bad in the eyes of the Oracle.
