Details: Checked my old artifacts and there's a few that weren't marked as legacy:
- Ring of Luck
- Ring of Greater Luck
- Cabalist Gear

This might be intentional since these artifacts cannot be combined for higher tier versions.

Steps to Reproduce: Observe legacy artifacts in your inventory

Intentional. Any artifact that is not yet in a tier was never part of the crafting system, so it did not require a replacement asset to account for any past exceptional durability added. When I tier these up (soon) and add component salvage, I can use the original versions. You'll notice there isn't a comment for old Epics too, since currently they salvage directly into essences, since you cannot upgrade after Epic.
