[As Designed] Ornate Metal Phonograph - consumes internal lighting slot

Hi Team,

Question about the Ornate Metal Phonograph.
I'm working with a market place lot.

I have 4 floor torches placed which consumes all of the 4/4 external lights placed limit.
So, I cannot place the Ornate Metal Phonograph on this lot.
(Deco pallet flashes and shows the external light meter to be full 4/4)

BUT, I am able to place the much larger Dual Wax Cylinder Phonograph AND Automate Phonograph without a cost to the lighting balance, eventhough they appear to light up.

Also begs the question, how are internal lights 0/4 handled on market lots?
Seems internal lights cannot be placed so can external lights get a boost?

But main concern here is why this little Phonograh cannot be placed when the larger ones can.

that is because the ornate metal phonograph is a light source and the others are not. those large items have emissive parts but they do not actually cast a sphere of light onto nearby surfaces.
