[As Designed] Random Encounter: Skeleton (Spawning Bandits)

    1. Entered a Skeleton Random encounter
    2. Killed initial Skeletons and Zombies
    3. Ebon Cultist Bandits Appeared (all flavors)
    4. After killing then, 3 Liches appeared.

    Finishing the spawn did indeed spawn the Bounty Hunter.

    In step 3 I would have expected to see higher level undead such as Hardened Skeletons and not bandits. I figured I would bug it and see if it was intended or not.
