    The wording in the scout's conversation is misleading and confusing.
    I think it would be more clear if the scout said "You can take arcane cataylsts from the siege engineers. If you give me 36 arcane catalysts, I will give you a reward. If you don't have at least 36, I'll give you a reduced reward for 18 arcane catalysts."
