Banners on Overworld are missing

    Title: Banners on Overworld are missing
    Blocker: Sort of
    Repro Rate: 100%
    Details: I'm sure you know, how could you not, but the banners are missing on the overworld. I came out of Ardoris and Soltown and some other scenes without seeing banners when you come out.
    Steps:
    - Head to the overworld
    - Check if you see any banners.
    Build: QA 353

    This makes it very hard to find adventure areas! You have to be practically standing on one before the enter sign appears.
