Base crit bonus does not work on any weapon

1. Title:No weapon give 5% base crit bonus.

4. Details: Determined the base crit on all weapons do not add into crit bonus, every other crit% resource or skill modifier is tested and works.
5. Steps to Reproduce:/stats multiple times to check the variances in WeaponCritBonus on normal mob dropped weapons, a pine long bow with regular leather bow strings (5%) , and a ping long bow with supple leather strings (10%)
