Basement contents when changing homes

Hi all,

This post indicates that if you change a home all the decorations and contents go to the bank:

That's intuitive (albeit painful).

Last night I did just that (changed homes), I went to the bank, picked up all my decorations and placed them again, except, none of the items that were in my basement ended up being in the bank. I had to re-add the hatch and basement in order to get the items back (they were all exactly as I left them).

Not sure if I should file this as a bug or not? What would have happened if I gave away or sold the basement? Or moved to a smaller lot that would not take that size basement. At the very least it opens a big can of worms.
