Bedrolls and wheat sacks, Simone doesnt open trade until I type help

    Title:In highvale outskirts, lieutenant simone didnt open trade when I returned with the 3 wheat and 3 bedrolls.
    Reproduction Rate:twice, until I typed help then she opened trade.
    Blocker? no
    Details: normally the quest giver who expects me to give them items opens trade immediately.
    Steps to Reproduce:
    1. get quest "bedrolls and wheat grain" from simone in highvale outskirts.
    2. already have some other quests for highvale outskirts as well
    3. go find the bedrolls and wheat grain
    4. put 3 of each in pack
    5. wander around looking for the camp, but instead go to ice cave and also graveyard etc.
    6. finally find my way back to simone
    7. engage in conversation
    8. she doesnt open trade
    9. leave conversation
    10. re-enter conversation
    11. simone still does not open trade.
    12. start clicking the conversation words one at a time
    13. when I click "help", she opens the trade window
    14. trade works and quest is finished and removed from log.

    Quest givers normally open trade immediately when I have items to give. Simone did not. Is this a bug or is it intended behavior?
