Blood Reliquary Items Not Functional

3. Blocker? Item use is blocked, but not overall game
   
4. Details: Items that come with the Blood Reliquary (Blood Elemental & Blood Fountain) are not functional. The store page says that the items will be in game during a future release and they are in game now, but are not functional.
   
5. Steps to Reproduce: 1.) Drop a Blood Elemental into the hot bar and hit the appropriate key. Pet summon actions occur, but the pet never arrives. 2.) Attempt to place a blood fountain in a Player Owned Town or on a Player Owned Lot and the fountain can not be placed anywhere.
   
6. User Specs: Intel i7-5820k CPU @ 3.30Ghz, GeForce GTX-1080, 32GB Ram

I was able to place the fountain and summon the elemental. I did notice there are already 259/260 external objects placed. Could be the POT was maxed at the time? Let me know here if you still have problems placing the fountain or summoning.
