Borderless Windowed mode doesn't respect primary monitor windows setting multi monitor setup

1. Reproduction Rate: 100%
2. Blocker? Not really, the game works fine in windowed mode
3. Details: In a two monitor setup, with the right monitor set as primary in windows, the game opens on left monitor, with no option ingame to switch it to the right monitor instead
4. Steps to Reproduce: Set right monitor as primary. Launch game in borderless windowed mode via the launch option on steam.
5. User Specs: Win 10 x64, two monitors, build 419 steam version

Workaround: After launching the game hold WIN+SHIFT and press Right Arrow to move it to the right monitor, then change to the desired resolution. Subsequent launches of the game should work fine
