broken tooltip or broken skill

Leveled 'Ranged Combat' from 70 to 100 and gained aprox "30% damage"...
none of the tool tips on the archery skills have changed or updated:

lvl 75 ranged combat: '35% damage'
Powershot lvl 100 with ranged combat 75: 17-49 damage
Rapid fire lvl 101 with ranged combat 75: 4-12 damage

lvl 100 ranged combat: '58.1% damage'
Powershot lvl 100 with ranged combat 100: 17-49 damage
Rapid fire lvl 101 with ranged combat 100: 4-12 damage

either the skill ranged combat is not being applied correctly, or leveling the skill does not effect the readout on the tooltip of the glyph.


edit: dex 121, str90, draw str 100, eagle eye 100
