BUG - Fishing reticle jumpy / erratic

    Title - Fishing reticle jumpy / erratic
    Reproduction rate - 100%

    Details - When fishing, the reticle that aims moves jaggedly above the water. Last release, it was smooth. It
    almost feels as if this is related to the FPS issues I and some others have been seeing. Also, I don't know if
    this is intentional or not, but the reticle is extremely limited in movement compared to last release,
    especially when trying to fish close to where the avatar is positioned. Noticed this in Ardoris docks and
    Kingsport.
    Steps to reproduce -
    1. Go to Ardoris docks or Kingsport with fishing pole and worms.
    2. Use fishing skill and move reticle over the water.
    3. Note jumpy / erratic movement, reticle will disappear in some areas (instead of just turning red), makes large jumps.
    Specs - Win10 64bit
