[bug][Launcher] Unable to limit download speed

    I found last night while installing the QA build, that it is only possible to limit the upload speed in the launcher and not the download speed. This resulted in the launcher consuming 100% of my bandwidth and making my Internet connection utterly unusable for others in the house. It should be possible to limit the bandwidth used by the launcher for downloads as well as uploads.
