Build 467 Cover still needs tweaked

    Title: Build 467 Cover still needs tweaked
    Reproduction Rate: 100%
    Blocker: No
    Details: As an archer cover still comes up on in 10 shots when fighting toe to toe with melee type. And over is given to both ranged attackers when firing over an object, cover should only be granted to the one closest to object.

    User Specs:
    OS: Windows 7 64bit
    CPU: AMD Opteron Processor 6344 2.60GHz (12) System RAM: 16382
    GPU: AMD Radeon R9 200 Series/PCIe/SSE2 GPU RAM: 2048 MB
    SotA.EarlyAccess.QA.Win.64.466.Date.02.20.17
