    Title: Scrapping Shields with 0 value gives 0 crafting xp

    Details: I scrapped looted Heavy Round Shields that had 0 value and got no xp for them (after the fixed double xp).
    Steps to Reproduce: Try scrapping dropped heavy round shields that have 0 value.

    Yes, a zero value item does provide zero salvage xp currently, even if it previously obtained as a dropped item.
