[By design] Smelting tier 2 skills not increasing when making glass sheets in batches

4. Details: I am making a 2-story storefront house; I batch made a ton of timber and my tier 2 milling skills went up like crazy (~ a dozen points). I next went to batch make a ton of glass sheets, and my tier 2 smelting skills haven't gone up even incrementally (not even a fraction of a point). My milling and smelting tier 1 skill levels are comparable (88 and 86, respectively), so has the hallmarks of a bug to me. My tier 1 smelting skill is increasing, unlike my tier 2 smelting skills.
   
5. Steps to Reproduce: Batch smelt a bunch of glass sheets and notice the tier 2 smelting skills do not go up at all (I made 75 sheets and say 1-2 full point increases in my tier 1 smelting skill, which is twice as high, by contrast).
