[By design] Throneguard, Shield of Courage - not marked as quest item

Details: The shield should also be a quest item, same as Fiona's crossbow.
Steps to Reproduce: Look at the item to see it is not marked correctly.

It's kind of in the same category as virtue armor: player gear. Remember, quest items came to be (and are marked as such) to prevent players from getting blocked in their quest progression by keeping the items in your inventory. There are many quest steps where you have to have the item with you as a checkmark - so they cannot be not destroy-able or kept in your bank, for example. These items are meant to be used as player gear. If these were marked as quest items these would have the same restrictions as other quest items and could never be removed from your inventory.
