Unable to claim a village lot with the 'Tax Free Village Lot Deed' (Founder) in Jaanaford when you have Tax Debt

Steps to Reproduce:
1) Have 11,500 gold pieces of Tax Debt
2) Try to claim an unclaimed village lot with the 'Tax Free Village Lot Deed' (Founder) in Jaanaford
Result: The game tells you that you have to pay your Tax Debt first
before you can claim the unclaimed village lot
