Camera Effects causing strange static.

Blocker? no, but it is irritating / caused to me to close the game.
Details: Static on black things most especially. other cloth items also have said static.
It seems to be most noticeable at night.

Running shadows at max or at none or reflections max / none seems to have no effect on this.
Full screen / windowed also shows the same issue.

Steps to Reproduce: Enable camera effects, take a closer look at something dyed true black.
Especially at night. It is also painfully obvious at night looking down at water.

Disable camera effects things return to normal.

Here is an example, open it at full resolution to see the dots, these dots dance all over as static
in the game though. depending on your screen you may have to look closer to see the dots all over everything.

This is as intended I guess. This was always the case on my machines.
