Can not set permissions on container in guild house to allow only one member to use that container

    Details:
    get a chest.
    get 4 avatars three in a guild and one not, one owner of a guild house the other two just members of
    the guild.

    Have one of the non owners place the chest and set to private

    See that all of the guild members can access the chest and only the non member is locked out.

    It would be very nice to be able to allow guild members to have a private chest in the guild houses.

    OS: Mac OS X 10.11.6
    CPU: Intel(R) Core(TM) i7-4771 CPU @ 3.50GHz (8) System RAM: 32768
    GPU: NVIDIA GeForce GTX 780M OpenGL Engine GPU RAM: 4096
    SotA.EarlyAccess.OSX.64.571.Date.03.03.17
    Area: POT_forest_metropolis_02_template/Virtue Oasis
    Area Display Name: Virtue Oasis
    Loc: (46.9, 45.1, 16.7)

    NOTE!!!! for this test the above was one of the non owner and the non guild avatar was on linux both of
    the others were on Windows but I don't think that that matters.
