Can not store newly placed lot with deco but no house

    Title: Can not store newly placed lot with deco but no house

    Reproduction Rate: 100%

    Details: placed lot marker, claimed lot, left without house and placed a tent and camp fire.. can not store in property manager.
    picked up deco and placed house.. can store in property manager...
    removed house and replaced tent... again can not store in property manager

    Checked other properties that have deco but no house, can store and restore with ease

    Steps to Reproduce: claim new property.. dont place house but place deco... try to store in property manager
