Cannot change row house to empty lot

    Title: Cannot change row house to empty lot
    Reproduction Rate: 100%

    Details: When selecting Change House on a row lot, I can arrow over to Empty Lot, click the Accept button, click the Proceed button, and get a gump telling me "Your change was successful," but when I click Okay, the row house is still there, and then the gump for the row lot changes back to say "Wood & Plaster Two-Story (Row).
    Steps to Reproduce: See above.
