Title: Cannot Draw Weapon or Use Skills Due to Coconuts

Details: Skills become locked out, weapon will not draw even if horse coconuts are replaced with a weapon.
Steps to Reproduce:
1. Have a summon skill on non-combat hotbar
2. equip coconuts
3. zone into a new area
4. as the avatar is materializing, the hotbar is lit up; attempt to summon a pet (in this case, Phoenix)
5. success in summoning locks out the hot bar; swap coconuts with a weapon and it cannot be drawn. (summon does not appear, FYI)
6. zone out to fix.
