Cannot fish in shallow water

I am not sure if this post belongs to this forum area. It's not the typical bug, but more likely a design bug.

When fishing we have a small green circle to "target" the fishing area.

If the circle is red, well, no fishing possible.

In the picture we can see (upper left) a red circle over a school of fish. That feels wrong.



It is possible to fish on very shallow areas. Of course not the same fish than on deep water, the catched species varies.

On this link we can see a guy fishing on very shallow water.

 

Please provide the scene name and /loc chat command coordinate locations for us to review which scene's water elements need adjusting to allow for fishing. Thank you for reporting.

I am confident we can find many spots like this. A quick fix would be allow fishing a bit closer to the coast.
