Cannot get past Commercial Terms of Service

I have logged into game and started Multiplayer Online, had no issues with First Terms of Service Agreement screen but on second screen (Commercial Terms of Service) I scrolled through terms to the bottom checked the "I have read and agree to terms stated above." checkbox which enabled Continue button. The Continue button will move me past this screen into the game.
