Title: Cannot retrieve Banner from Bridget Helvig

Blocker? For the banner, yes
Details: Bridgit does not recognize that I completed the quest before, nor does she give me the quest anew so I can retrieve the banner.
Steps to Reproduce: Talking to Bridget

User Specs:
OS: Mac OS X 10.13.3
CPU: Intel(R) Core(TM) i5-5257U CPU @ 2.70GHz (4) System RAM: 16384
GPU: Intel(R) Iris(TM) Graphics 6100 GPU RAM: 1536

I know there have been discussions about this, but wasn't sure what I should do, so I posted a bug report. Better to err on the side of caution, i suppose?

that is R52 content and this is the R51 forum. if you're actually trying this on qa then it's a bug but you've posted in the wrong forum. if you're trying it on live it's to be expected.
