Cannot use Repair Kits

Title: Cannot use Repair Kits
Reproduction Rate: Reproduction Rate: 100%- cannot use, ever (both starter kits and when bought from the vendors)
Blocker? yes- cannot repair items, must re-buy or re-craft all the time
Details: I have blacksmith repair kits and I am not able to repair dropped weapons (not rusty, weapons bought even at blacksmiths) or my player crafted weapons. I havent tried the other repair kits but the blacksmith repair kit so far have not worked either in the field (drag repair kit to item) or going to the blacksmith station. I get "Your Tool (Blacksmith Repair Kit) cannot repair this type of item (repair kit- blacksmithing)". I have tried this on various items such as my great axe, plate armor and copper 2hand sword. I have read the R27 release instructions and did not see anything about repair kits changing (If I missed this please let me know).
Steps to Reproduce: dragging repair kit onto item or trying to use station- nothing works regardless if I am in overland map, in a scene etc.
