Can't place deco items on upper level of Encounter room 2

    Details: Cannot place deco items on the higher level floor of Stone Dungeon Encounter Room 2.

    Steps to Reproduce: Attempt to place deco item on higher level floor.

    Encounter rooms are supposed to have certain areas where deco can't be placed (to avoid boxing in mobs as an exploit). That's likely intended.
