Can't place Grim Repaer Statue

    Title: Can't place Grim Repaer Statue
    Repro Rate: 100%
    Blocker: No
    Details: I tired to place the Grim Reaper Statue on my Town lot and wasn't able to. The lot is at Area: Brittany Wharfs (Novia_R3_City_Brittany_Wharfs) Loc: (285.2, 45.3, -95.4). I tried it on the empty lot and a lot with a house on it.
