Can't place shogun lightstring, wasted COTOS.

    Details: I am standing currently on my water town lot pier, this pier is part of my lot, I can place any kind of other lights on this pier, including the Large Ornate Elysian Brazier with stone foundation, but I can't place shogun lightstring. Tried everything. Light limit is not exceeded. Had 5/12 with 7 light sources available and still it won't let me place it. If this light source is not meant to be placed on the pier, it should be specified in the COTO store specifically, so we don't waste COTOS.
    Steps to Reproduce: Buy Shogun Lightsting from the COTO store and try to place it on POT Water Town Lot pier.
