Can't put rugs on indoor pavers

    Details:Oh, so sad. That makes it so we can't tile our floors because you HAVE to have rugs in there too, they really tie the room together!
    Steps to Reproduce:place a paver (we used Polished Beige from the store) and then try to put a rug on it.

    @Vladamir Begemot, this is currently working as expected. both rugs and tiles are flagged to only be allowed to place on floors and the ground, so they cannot go on each other.
