Can't stack Rough Square Blocks in basement

    Title: Can't stack Rough Square Blocks in basement

    Details: This is not an issue in the POT ground level to stack 1x4x4 block over 1x1x1 block. But somehow it's impossible to stack them in the basements.
    Steps to Reproduce:Go to any basement, put the 1x1x1 block down, and try to stack the 1x4x4 block on top. It's impossible to do it in the basement.
