    Title: Chain lightning stuck at level one
    Reproduction Rate: 100%
    Blocker? NO
    Details: Chain Lightning does not level with use and stuck at level one.
    Steps to Reproduce: Use chain lightning.
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-2700K CPU @ 3.50GHz (8) System RAM: 24485
    GPU: NVIDIA GeForce GTX 680 GPU RAM: 3909
    SotA.EarlyAccess.Win.64.346.Date.04.20.16
