Chance of Harvesting Seeds, New Skill Needed or Part of Harvest Skill

In the past @DarkStarr mentioned that harvesting was supposed to return seeds. From time to timem up to R46, I saw seeds appear in my inventory when I was gathering plants. Is the new harvest skill meant to increase the chance of getting seeds back from harvesting the plants? Should the harvest skill give you a chance of getting a seed back when harvesting? Or should there be a fourth skill that increases the chance of getting seeds back when you harvest your crop?
