Chat window not scrolling correctly (R29 - QA)

    Title: Chat window not scrolling correctly

    Reproduction Rate: 100%

    Blocker? No

    Details: When chatting with NPCs or player, bottom line of chat is inaccessible and unreadable. See screenshot.

    Steps to Reproduce:
    1. Talk to NPCs until chat window fills and begins to scroll.
    2. Note that bottom line of chat is hidden behind text entry field of chat HUD.

    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-5960X CPU @ 3.00GHz (16) System RAM: 7035
    GPU: NVIDIA GeForce GTX TITAN X GPU RAM: 12175
    SotA.EarlyAccess.Win.64.346.Date.04.20.16
    Area: Novia_R1_City_Soltown
