Claiming/Unclaiming Lots (terrible experience)

Here is my horrible experience with lots.

I found a empty city water lot, then I spent a few hours collecting $5k to claim it.

When I got it i just found that I cannot put any ship/building here. So I decided to try claiming town lot. But when I unclaimed city lot, money were not refunded and I ended with zero gold and wasted hours of time

Dear Devs, please make city lots unavailable for those who are not eligible for them, also, please reimburse gold when people unclaim lots.

 

This seems to be intentional during the pre-alpha test. It was in the instructions.

 

I don't see it mentioned about claiming/unclaiming in R11 instructions

Under "claiming a housing lot" it says you don't get a refund if you unclaim a lot. Etc.
I just think they haven't gotten around to implement the return of the deed.
