Whoever runs one can mod update and improve it any way they feel like it.

Add or remove content. Create what ever it is that they want in their own server.

The options are pretty much unlimited.

Anyone could buy and run their own like UO Shards.

You are really under estimating what t takes to setup and run and develop an mmo server. UO freeshards have been around for 20 years and in that time they have matured for highly moddable product. Thousands and thousands of hours, lots od expertise and now they shine.
Where do you expect the players come from? UO has a lot bigger fan base than Ultima and theres handfull of good servers with population, without cheating being issue.

Survival bias is strong here. Slight arrogance also, if someone thinks they can just take this and turn it to gold, for free. No, that was wrong, I meant, turn it to gold while paying fees. I mean, theres devs trying to do that and they actually get paid for it and know ins and outs of codebase.

Remember, that while theres only a fraction of team now, theres a huge codebase made by full team of developers and designers.

    Its monumentary task.

But, could be interesting, after few years of tinkering.
