    A) The price for land (and house) deeds ingame is artificially low, so we can have a relatively quick'n'cheap way to test all the various lot sizes. I wouldn't surprise me if in some future R's, all the deeds are priced at 100g, so that everyone can test out housing. But this - as said by most answers - is in no way indicative of the prices at release.

    B) Note that the add-on store has limits for the land lot deeds! I suspect the values are outdated, but if you click on every lot size, you have:

    Row: 960/1000 available
    Village: 150/450
    Town: 88/100
    City: 41/50

    This clearly shows an intent to limit the availability of NPC-provided housing space, and raising value of individual lots by scarcity of such a resource.

    C) My understading is that tax-free lots are reserved to high pledge tiers, to give unique value (and thus appeal) to them. I'd be a bit disappointed if my Ancestor level pledge ($275, with a rent-free row lot) would have the same option as a $85 row lot add-on store item.
