Confusion hitting nothing

    Details:standing very close to a training dummy, I will go through spells where I "hit nothing" with confuse a large percentage of the time. the range is listed as "20" and I am well within that. Is this a case of semantics where it is the spell is not working/missing/being resisted instead of the text saying it hit nothing?
    Steps to Reproduce:Cast Confusion repeatedly on a training dummy
