    I think there is no real "bad" location for resources. When you mine for hours then some mins overland travel are negligible. I would recommend to choose a PRT town you like.
    If you insist in a near nice mine then e.g. Etceter would be a good spot

    Another thing you might consider is not only access to Raw Materials, but access to the Tools of Production. To that end the best forge in the game is rumored to be deep under Hilt in Nightshade Pass.
