Cover is broken

Details: For a couple of releases now, I've noticed that NPCs will get cover but I won't. For instance, if I'm standing right behind a barrel and I'm shooting a NPC (ranged), all my shots say "Cover" and the damage I do to the NPC is reduced, all the NPC's shots do not say "Cover" and they seem to get full damage on me. If I could draw a cone from my bow to the NPC and nothing intersects that cone then the NPC should not get any cover at all. I believe the calculation might be reversed.
Steps to Reproduce: Fight some NPCs and attempt to use cover to your advantage.

Please don't ignore this issue. This is not a pathing or leashing issue. I'm shooting a NPC and doing damage. At the same time, the NPC is shooting me and doing damage. The problem here is that the cover modifier is being applied to my shots (Cover appears above the NPCs head) but it's not being applied to the NPCs shoots (I take full damage).
