Cover System Not Working As Intended

    Monsters are still able to throw fireballs, cast death touch, stuns, & roots through walls and solid objects.
    Why don't monsters use the same targetting system that Avatars use in PVP?

    If you can't see your target in PVP, targetting is lost, and you can't cast.

    The cover system was intended to prevent this, but clearly its not working as intended, and even if it did, its not an ideal fix since we would still have zero damage fireballs flying through walls. Things like that negate all the hard work on polish done because it just looks terrible.

    In R-42, we had the same thing, but there were tics of fire damage when you caught on fire, even though cover was bannered. I am not in R-43 QA, but was wondering if the issue with the fire damage tics is still there. The problem was entered as a bug in 42.
