Craft tool dura decay is messed up

    1. Title: Craft tool dura decay is messed up
    2. Reproduction Rate: all day
    3. Blocker? industriously slows progress and wastes gold
    4. Details: purchased craft tools from NPC vendor are dropping max dura 1 for 1, every-time I craft/process the tools are loosing both 1 base dura and 1 max dura simultaneously
    5. Steps to Reproduce: this was found while playing offline mode
