Crowd control resistance buff, I dont think its working.

It does not seem to go beyond 10 stacks of it for 200%, but even at 200% resistance for it, its seems like I am still just as easy to cc as if I did not have the buff at all. As you can see in this pic, I have 10 stack built up and I was still getting rooted just as easy it seems as I was before I had any stacks of it on. https://cdn.discordapp.com/attachments/257689159525859339/602003901524475946/unknown.png

 

I've attempted to test the Hard Headed skill as best I could and don't think it is calculating properly either.

 

I know long ago, before persistence bolster balance did seem to work in pvp, but I have not tested it since, and that was in pvp vs air mage stuns.
