Cutoff point for obtaining/upgrading Pledges/POTs?

    I apologize for asking this question here, but I've had no luck finding it in the Forums or FAQs.

    When is/was the cut-off date to upgrade a Pledge (Benefactor level) and/or obtain a Player Owned Town?
