Decoration Move Permissions Options

Could we get an option added to the "Lot Item permissions" list so when we place objects they can automatically be in "Decoration Move: Public" mode

Also, an option on the lot stone or something to make items already placed made to Public move mode and then we can individually set items to private, in the instance already deco'd lots are desired to be mostly public... This one is needed a lot less then the first option.
