Despair & Ruined Keep - can't get to Open mode

    Title: Despair & Ruined Keep - can't get to Open mode

    Blocker? If you're looking for other players to fight with
    Details: The new Despair dungeon isn't accessible in Open mode, and places the player into Private mode - similar to Ruined Keep, which does the same thing. Another Tier 10+ area. Is this intended? If so, will other Tier 10+ areas, such as "The Rise" lose open mode also?
    Steps to Reproduce: Enter Ruined Keep or Despair in "Open" mode - you will be placed in a private instance.
