Does base skill of blacksmith improve mw chances?

I know its used to determine what you can / can not make, but does it do anything more?

That impact your chance of success to create your item but you have a hard cap of 95%
That also improve the % chance to create an exceptional, the only interesting advantage to skill up above 100.

To answer your question, I'm not sure that improve mastwerwork change, at least, I dont see any obvious change.

EDIT: There is no more hard cap of 95%, its now possible to reach 100% and exceptional can exceed the 25% since the recent release

 

From my experience, I've found that it only effects exceptional chance on the initial craft of an item. It doesn't seem to effect mw at all.
